Around 2004, Ghislaine Maxwell founded the TerraMar Project, a nonprofit organization focused on ocean conservation and promoting the legal concept of the ‘high seas’ as a global commons. The organization allowed Maxwell to cultivate relationships with United Nations officials, world leaders, and environmental communities.

TerraMar gave Maxwell a legitimate public identity as an ocean activist and philanthropist during a period when her direct association with Epstein might have attracted scrutiny. She addressed the UN and participated in international forums under the TerraMar banner.

Maxwell abruptly dissolved the TerraMar Project in late July 2019the same week as Jeffrey Epstein’s arrestshutting down the website and ending all operations.
