In 2006, FBI agents from the Miami field office’s Innocence Lost unit interviewed Jeffrey Epstein as the Palm Beach Police investigation was referred upward to federal authorities. By this point, Detective Joseph Recarey had documented dozens of victim accounts, and the scale of Epstein’s conduct had substantially exceeded what local law enforcement could address alone.

The FBI’s involvement represented a significant escalation that should have led to a federal prosecution. However, the case ultimately ended in the 2008 Non-Prosecution Agreement negotiated by U.S. Attorney Alexander Acostaan outcome that the FBI’s investigating agents reportedly did not support.
