2011: Manhattan DA Cy Vance Downgrades Epstein Sex Offender Level
Manhattan District Attorney Cyrus Vance Jr. supports downgrading Jeffrey Epstein's sex offender registration level from Level 3 (most dangerous) to Level 1 (lowest risk) in New York, a decision that later drew significant criticism.

In June 2011, a New York court reviewed Jeffrey Epstein’s sex offender risk classification. Epstein was registered in New York as a Level 3 sex offender — the highest risk category, reserved for individuals deemed most likely to reoffend. His legal team petitioned for a downgrade to Level 1.
At the hearing, the Manhattan District Attorney’s office, then led by Cyrus Vance Jr., sent a prosecutor who supported the downgrade to Level 1. The judge initially rejected the downgrade to Level 1 but approved a reduction to Level 2.
This decision attracted intense scrutiny after Epstein’s 2019 arrest. Critics noted that the DA’s office had effectively advocated for reduced public warning about Epstein’s danger. An investigation revealed that an attorney for Epstein’s interests had met with Vance and that Epstein’s associate had subsequently made a political donation to Vance’s campaign. Vance returned the donation after scrutiny but disputed any connection between the donation and the office’s position in the Epstein classification proceeding.
The episode became an emblematic example of how Epstein’s resources and connections could influence even nominally protective administrative processes.
