Victims File CVRA Challenge to Epstein's NPA

In 2008, and continuing through subsequent filings, attorneys Brad Edwards and Paul Cassell filed a formal challenge under the Crime Victims’ Rights Act (CVRA) to the 2008 Non-Prosecution Agreement. Their argument was that the government had violated the CVRA by entering the plea agreement without notifying victims.
The challenge took years to litigate. In February 2019, Judge Kenneth Marra issued a ruling confirming that the government had violated the CVRA. The ruling was a significant legal victory but faced profound remedial limitationsthe agreement had been in place for a decade, and Epstein’s death months later eliminated the most direct avenues for remedy.
The CVRA challenge established important precedents for victim notification rights in federal criminal proceedings.
