Epstein’s Registration Requirements
Following his 2008 conviction, Epstein was required to register as a sex offender under Florida’s lawdesignated at Level 3 (highest risk). Requirements included:
- Regular in-person check-ins with law enforcement
- Reporting address and workplace changes
- Reporting international travel
- Registration in all jurisdictions where he resided or frequented
The Violations
Multiple investigative reports and legal proceedings identified apparent registration violations:
- New York: Epstein spent significant time at his Manhattan townhouse but his New York registration documentation contained discrepancies
- International travel: Epstein continued to travel internationally on his private aircraft. Sex offenders are required to report international travel in advance; the consistency of his compliance is disputed
- USVI: His documentation as a USVI resident intersected with registration requirements in complex ways
Why No Charges Were Filed
Despite documented concerns about registration compliance, no charges for sex offender registration violations were ever filed against Epstein before his death. Prosecutors’ attention was focused on the new federal trafficking charges.

Maxwell’s attorneys attempted to use Epstein’s registration status and apparent continued travel as context for Defense argumentssuggesting authorities had knowledge of his continued activities.
