Julie Brown’s “Perversion of Justice” investigation, published by the Miami Herald in November 2018, was the pivotal moment that transformed the Epstein case from a largely forgotten 2008 local scandal into a national legal and political crisis.
The investigation did several critical things simultaneously: it presented the first comprehensive public account of the terms of the 2007–2008 non-prosecution agreement, interviewing dozens of victims whose stories had not previously been told in any major publication; it documented the systemic failures of state and federal prosecution; and it put on-record testimony from victims who agreed to go public.
The NPA’s extraordinary secrecy provisions had kept most of its terms from public knowledge for a decade. Brown’s investigation revealed the agreement’s scope — including the co-conspirator immunity clause and the prohibition on federal prosecution — in terms that the public and legal community could readily understand as departing dramatically from standard practice.
The story directly prompted the Department of Justice to open a review of the NPA’s handling, which led to the formal investigation by the SDNY that resulted in Epstein’s arrest in July 2019.
Brown and the Herald received significant recognition for the investigation, including journalism awards. Brown subsequently published a book, “Perversion of Justice: The Jeffrey Epstein Story,” expanding the investigation’s findings in 2021.
