The trafficking operation used a multi-tier recruitment model. Female recruiters some of whom were former victims themselves approached young women and girls in public spaces: shopping malls, bus stops, and through social connections.
Stage Two: The Offer
Recruits were offered money typically - for a massage session at a wealthy man’s home. The offer was framed as easy money for legitimate work.
Stage Three: The Escalation
Once at the Epstein property, what was framed as massage would escalate. The recruiter’s presence and social approval made the escalation seem normal or expected. Many victims describe confusion and inability to process what was happening.
The Peer Recruitment Dynamic
Particularly disturbing was the use of former victims as recruiters. Prosecutors documented this pattern: some victims were incentivized to recruit friends and peers, creating a self-perpetuating system.
The Ghislaine Maxwell Role
Ghislaine Maxwell was herself an active recruiter, particularly for international and elite social circle victims. Her social status and female identity made her an effective gateway.
