Maxwell

Why did Ghislaine Maxwell register TerraMar at the United Nations?

The UN Accreditation Process

Non-governmental organizations (NGOs) can apply for consultative status with the United Nations Economic and Social Council (ECOSOC). This status provides access to UN facilities, certain meetings, and use of the UN credential in public materials.

TerraMar’s Accreditation

Maxwell’s TerraMar Project received UN NGO accreditation, which she used to speak at UN events on ocean conservation. The accreditation provided a veneer of institutional legitimacy.

The Social Signal

The UN accreditation served social functions: it provided Maxwell with continuing elite access, credentialed her as a person of important public purpose, and gave her formal standing in international environmental governance spaces.

The Convenient Cover

In the years following Epstein’s 2008 conviction, Maxwell needed social mechanisms to maintain her public standing and access. TerraMar’s UN role was one such mechanism it provided ongoing institutional affiliation.

The Rapid Dissolution

TerraMar dissolved in July 2019 within days of Epstein’s re-arrest suggesting the organization’s existence was substantially dependent on the social and reputational infrastructure it provided to Maxwell rather than any independent mission.
