Detective Joe Recarey of the Palm Beach Police Department was the lead investigator in the original 2005–2006 investigation of Jeffrey Epstein. He is widely regarded as the officer whose persistent and thorough work established the evidentiary foundation for the case — work that was subsequently undermined at the federal prosecution level.
The investigation:
When a parent complained to Palm Beach Police in 2005 that Epstein had abused their teenage daughter, Recarey took the case seriously and conducted a comprehensive investigation. He:
- Identified multiple additional victims through expanded canvassing
- Conducted victim interviews that documented a pattern of abuse
- Gathered corroborating physical evidence from the property
- Established that the abuse was systematic, not isolated
By the end of his investigation, Recarey had documented evidence sufficient, in the opinion of Palm Beach Police and State Attorney Barry Krischer’s office, for serious felony charges.
What happened to his work:
Recarey’s thorough investigation was the basis for the initial state charges that Epstein faced. When the case was transferred to federal jurisdiction under U.S. Attorney Alexander Acosta, the scope of charges was dramatically narrowed in the 2008 non-prosecution agreement, despite the evidence Recarey had assembled.
His later statements:
Recarey spoke to journalists about the case and expressed that the failure of the prosecution was not a result of insufficient evidence. He stated clearly that the evidence was there — the failure was prosecutorial, not investigative.
Recarey died in 2018, before either Epstein’s 2019 arrest or the full public accounting of the NPA’s impropriety. He did not live to see the case reopen.
