The Original Investigation
In 2005, a parent complained to the Palm Beach Police Department that her 14-year-old daughter had been recruited to give massages to a wealthy man. Detective Joseph Recarey of the PBPD sex crimes unit began investigating.
Building the Case
Over 14 months, Recarey built a substantial case. He identified more than 40 potential victims, gathered physical evidence, interviewed witnesses, and documented the pattern of predatory behavior. His investigation was by any standard an effective and thorough law enforcement effort.
Referral to State Prosecution
Recarey’s investigation was referred to the Palm Beach State Attorney’s Office. The state prosecution also gathered evidence and brought charges but ultimately the case was transferred to federal jurisdiction where Alex Acosta negotiated the lenient NPA.
After the NPA
Detective Recarey was deeply frustrated by the outcome of the investigation he had built. He spoke publicly in subsequent years about his view that justice was not served by the 2008 agreement.
Legacy
Recarey’s investigation is considered the foundation of all subsequent Epstein accountability proceedings. Without his work in 2005-2007, the case might never have advanced to federal prosecution.
