Maria Farmer’s 1996 Report
In 1996, artist and Epstein employee Maria Farmer contacted the FBI to report that she and her teenage sister Annie Farmer had been sexually assaulted by Jeffrey Epstein and Ghislaine Maxwell.
This represents the earliest known formal complaint against Epstein to federal authorities.
What Happened at Orcas Island
According to Maria Farmer’s account:
- Maria worked for Epstein as an artist/receptionist at his Manhattan mansion
- She and her sister Annie (then 16) were invited to Epstein’s property in Orcas Island, Washington
- At the property, both women were allegedly assaulted:
- Maria Farmer described being held against her will and sexually assaulted by Epstein with Maxwell present
- Annie Farmer described Maxwell inappropriately touching her during what was described as a “massage”
The FBI Contact
After the assault, Maria Farmer:
- Attempted to leave Epstein’s employ
- Experienced intimidation and threats she attributed to Epstein’s network
- Contacted the FBI’s New York office to file a formal complaint
- Provided agents with a detailed account of the assault and Epstein’s activities
The FBI’s Non-Response
The FBI took Maria Farmer’s statement but took no meaningful investigative action. The complaint was apparently not pursued further.
Farmer has described being told the agents were “working on it” while years passed without any visible investigation.
Why the FBI Failed
Analysts cite several factors:
- Epstein’s connections: His ties to powerful figures may have insulated him
- Resource allocation: FBI field offices prioritize cases based on capacity
- Credibility challenges: Epstein had powerful attorneys and resources to discredit accusers
- Systemic failures: One of many cases where initial sex abuse complaints were not pursued
What Could Have Been Prevented
If the FBI had acted on the 1996 complaint:
- Epstein’s crimes could have been stopped nine years before the Palm Beach police investigation
- Hundreds of additional victims may have been spared
- Ghislaine Maxwell could have been prosecuted in the 1990s
- The 2008 NPA and all subsequent failures would not have occurred
Later Reckoning
The FBI’s 1996 failure became central to congressional scrutiny and DOJ Inspector General investigations. Farmer has been an outspoken critic of the FBI and testified about the institutional failure.
