FBI Investigation Timeline

2005–2006: Palm Beach Police

The first investigation was local — Palm Beach Police Detective Joseph Recarey documented at least 20 potential victims. The investigation was referred to the U.S. Attorney’s Office (Acosta’s office) in 2006.

2006–2007: FBI Opens Federal Case

The FBI Miami field office opened a sex trafficking investigation. Agents interviewed victims and began building a federal case that could have resulted in 45+ year sentences.

2007–2008: NPA Derails Investigation

The non-prosecution agreement negotiated by Acosta effectively ended the FBI’s federal case in South Florida. Agents who had spent months building the case were reportedly angry at the outcome.

2008–2019: Decade of Inaction

Despite:

  • Maria Farmer’s prior 1996 report (ignored)
  • The 2008 sex offense conviction
  • Ongoing civil litigation revealing new victims
  • Journalists (especially Miami Herald) building detailed cases

…the FBI and DOJ did not pursue new charges against Epstein for 11 years.

2019: SDNY Reopens

The FBI’s New York field office (SDNY) reopened the case after prosecutors determined the 2008 NPA did not cover potential federal charges in New York. Epstein was arrested July 6, 2019.

Why Did Investigations Fail?

Several factors have been identified:

  1. The NPA — explicitly halted South Florida prosecution
  2. Lack of coordination — different field offices didn’t share intelligence
  3. Powerful connections — Epstein’s elite network may have provided protection
  4. Possible intelligence ties — The “belonged to intelligence” claim (unconfirmed)
  5. Victim credibility issues — Prosecutors initially doubted younger victims

Congressional Response

Multiple Congressional investigations into the DOJ/FBI handling of Epstein have been launched since 2019, though no conclusive findings about high-level interference have been publicly released.
