The Complaint
In early 2005, the stepmother of a 14-year-old girl contacted the Palm Beach Police Department with concerns that her stepdaughter had visited the home of Jeffrey Epstein and had been paid for a sexual encounter. This was the first formal police complaint about Epstein.
Detective Recarey’s Investigation
The complaint was assigned to Detective Joseph Recarey of the Palm Beach Police Department, whose investigation over the following months would identify dozens of victims and build a case far larger than the initial complaint suggested. Recarey conducted interviews, identified patterns, and ultimately produced a comprehensive internal investigation report.
The Escalation
As Recarey’s investigation expanded, it became clear that a single case required far more resources than a local police department could provide. This led to the referral to State Attorney Barry Krischer, and eventually to federal attentionthough Krischer’s handling has been extensively criticized.
Significance
The 2005 initial complaint represents the moment when institutional knowledge of Epstein’s conduct entered the formal record. Everything that followedprosecution, plea deal, and eventual 2019 federal indictmenttraces back to this first report.
