MCC Background
The Metropolitan Correctional Center is a federal Bureau of Prisons facility in Lower Manhattan. It holds pretrial detainees facing federal charges in New York. High-profile inmates have included drug lords, terrorists, and white-collar defendants.
Chronic Understaffing
Reports before and after Epstein’s death documented chronic understaffing at MCC. The facility regularly required officers to work mandatory overtime, creating fatigue and morale problems.
Infrastructure Failures
The facility’s camera systems were known to be unreliable. The camera outside Epstein’s cell was reported non-functioning on the night of his death. The BOP confirmed camera failure.
The Special Housing Unit
Epstein was removed from the general pretrial population and placed in the Special Housing Unit a more restrictive setting after the July 23 incident. The SHU should have provided more oversight; in practice, the staffing failures meant less.
The BOP Inspector General Report
The DOJ Inspector General investigated MCC following Epstein’s death and produced a report identifying multiple systemic failures: guard falsification of records, camera failures, inadequate protocols, and staffing deficiencies. The report recommended structural reforms.
