Overview
Jeffrey Epstein’s victim recruitment methodology was systematic, scalable, and refined over at least 15 years. Law enforcement investigations and court testimony established that Epstein used a pyramid-like scout system in which existing victims were paid to recruit additional girlswith economic vulnerability as the primary targeting criterion.
The Core Model
The recruitment system operated in roughly four stages:
- Initial contact: A scoutoften an older girl already in Epstein’s orbitapproaches a target in a public location (mall, school, tourist area)
- The offer: The scout offers money in exchange for a “massage” given to a wealthy older man who pays well and is very generous
- First visit: The new recruit visits Epstein’s residence, provides a massage that escalates to sexual contact, and is paid - in cash
- Retention and expansion: The victim is encouraged to return and to bring friends; she receives additional payments for referrals
Economic Targeting
Investigators and victim advocates documented that Epstein’s recruitment focused almost exclusively on girls from economically disadvantaged backgrounds. The payments- per sessionrepresented substantial money for teenagers from working-class families. The economic dependency made victims less likely to report the abuse.
The Palm Beach Police investigation found that several of the 40+ identified victims were from the same schools and neighborhoods, connected through a chain of referrals that began with a small number of original recruiters.
Geographic Expansion
The same model operated across multiple cities:
- Palm Beach: Local teen recruitment through scouts
- New York: Teen recruits connected through modeling agency networks including MC2 (Jean-Luc Brunel’s agency)
- Eastern Europe: MC2 modeling scouts recruited women internationally, some of whom were minors
- New Mexico: Recruitment at and around Zorro Ranch
Evidence Base
The scout/referral system was documented through victim testimony at both the Palm Beach investigation stage and in Maxwell’s 2021 trial. Multiple witnesses described being recruited by someone they knew and testifying that Ghislaine Maxwell herself acted as a senior scout.
