This statement — made by the prosecutor most responsible for the extraordinary leniency of the 2008 NPA — immediately generated intense scrutiny. Who told Acosta this? Which intelligence agency? What did it mean?
What Acosta Actually Said
The exact quote from Acosta’s July 10, 2019 press conference:
“Is the Epstein case going to cause a problem [for your confirmation]? …Is What I can say is that I was told Epstein ‘belonged to intelligence’ and to leave it alone.”
Acosta did not specify which agency. He attributed the information to vague sources. He has not elaborated publicly since. His account has not been independently corroborated in public proceedings.
The Mossad Theory
The Mossad (Israeli intelligence) hypothesis has been most extensively developed by journalist Whitney Webb, whose multi-part series and book One Nation Under Blackmail argued that Epstein operated an intelligence-linked blackmail operation.
Key elements of this theory:
- Ghislaine Maxwell’s father, Robert Maxwell, was a documented Mossad asset
- Ehud Barak, former Israeli Prime Minister and head of military intelligence, was a close Epstein associate
- Victor Ostrovsky, a former Mossad officer, wrote about methods of honey trapping and compromising Western officials that match described Epstein operations
- Ari Ben-Menashe, a controversial former intelligence figure, has made direct claims about Epstein as a Mossad operator
None of these links have been confirmed by any government investigation or court record. However, Robert Maxwell’s Mossad connections are a historical matter of record.
The CIA Dimension
Some researchers have pointed toward potential CIA connections based on:
- Epstein’s international financial network, which overlapped with known CIA financial infrastructure from the 1980s
- His connections to figures in the defense and intelligence contractor world
- The presence at his gatherings of individuals with defense and intelligence backgrounds
No former CIA officer has publicly claimed Epstein was a CIA asset. No CIA document related to Epstein has been declassified.
FOIA Efforts and Results
Multiple Freedom of Information Act requests have sought FBI, CIA, and NSA records related to Epstein. Results have been:
- FBI: Partial releases with extensive redactions, citing ongoing law enforcement interests and classified information exemptions
- CIA: Confirmed existence of responsive records but declined production citing classification

The existence of classified records does not confirm intelligence involvement — it may reflect that intelligence agencies gathered information on Epstein during investigations — but it has sustained speculation.
The Hidden Cameras Dimension
The discovery of hidden cameras throughout Epstein’s properties — documented in law enforcement searches after his death — is consistent with intelligence-style surveillance but also with Epstein’s own stated interest in compromat (compromising material). Whether the camera infrastructure was his own operation, shared with an intelligence service, or both remains unknown.
