Jean-Luc Brunel’s MC2 network supplied a separate pipeline:
- Czech Republic, Russia, Poland, Ukraine
- Girls told they had modeling prospects in America
- Some brought over on improperly obtained visas

MC2 and related contacts recruited in Brazil and other South American countries:
- Model-aspiring young women

The Pyramid Structure
The recruitment pyramid had multiple levels:
Level 1 (Epstein/Maxwell): Set the demand and paid the system Level 2 (Key recruiters like Kellen, Maxwell herself): Found and initiated Level 3 Level 3 (Established victims as recruiters): Recruited new victims from their own social networks, paid $200 per new recruit Level 4 (New victims): Entered the system believing they were doing typical affluent client massage work
The pyramid structure meant:
- Epstein and Maxwell were insulated from direct first-contact

The Masseuse Pretext
The universal cover story was:
- “Giving a massage” to a wealthy man
- Payment of $200-300 for the session (legitimate-seeming for the demographic)
- Presented as easy income with potential career networking upside
The massage pretext was effective because:
- Massage services for wealthy households were entirely real and legitimate
- The payment was appealing to economically vulnerable targets
- Initial sessions at the mansion created escalating normalization
- Once the first session occurred, the victim’s knowledge gave Epstein implicit leverage
The Normalization Process
After initial contact, normalization occurred through:
- Regular scheduled sessions that seemed routine
- Maxwell or Kellen present to create “professional” atmosphere
- Gradual escalation of what was asked
- Social integration with household that created dependency

Based on victim testimony, police investigation, and estate records:
- Palm Beach operation: Estimated 40-100+ victims from 2000-2007
- New York/international: Additional hundreds estimated
- Total victims: In the range of hundreds to possibly over 1,000 women and girls across the full operational period
