Level 3 Registration Status
Florida designated Epstein a Level 3 sex offenderthe highest risk categoryfollowing his 2008 conviction. Level 3 offenders face:
- Annual in-person registration requirements (vs. every 5 years for Level 1)
- Requirements to report changes in address, employer, vehicle, and travel
- Public notification of their registration status in their residential neighborhood
Registration Across Jurisdictions
Epstein maintained primary registration in Florida (Palm Beach) but divided his time across at least four properties: Palm Beach, Manhattan, Little Saint James (USVI), and Zorro Ranch (New Mexico). Multi-state residency creates complex registration requirements.
The Travel Issue
Sex offenders must report intended international travel in advance in most jurisdictions. Epstein’s continued use of private aircraft for international travel (to Paris, the UK, and other locations) created questions about whether he was properly reporting these trips.
What Investigators Found
When the Epstein case was revived in 2018-2019:
- Analysts reviewing registration records found inconsistencies with his documented travel
- New York’s registration appeared incomplete relative to his documented time at the Manhattan townhouse
- However, building a separate registration violation case was deprioritized given the new sex trafficking charges
Significance
The compliance failuresif provenwould have provided a separate, relatively easy path to prosecution for federal authorities at any time after 2008. The failure to pursue these charges is another aspect of the systemic inaction documented by the Julie Brown investigation.
