The Initial Complaint
In March 2005, the mother of a 14-year-old girl filed a complaint with the Palm Beach Police Department. The complaint alleged her daughter had been paid for a massage at Epstein’s Palm Beach mansion and had been sexually abused. Detective Joseph Recarey was assigned.
What Recarey Found
Within months, Recarey had identified more than 30 potential victims, documented a consistent recruitment-and-abuse pattern, established that household staff were aware of the operation, and recommended felony charges including unlawful sexual activity with a minor.
What Happened to the Case
The case was referred to State Attorney Barry Krischer, who downgraded the recommended felony charges to a misdemeanor. Police Chief Michael Reiter took the unusual step of writing directly to U.S. Attorney Alex Acosta, bypassing the State Attorney.
Federal Takeover and the NPA
Federal involvement produced an expanded grand jury investigation — but ultimately the controversial 2008 Non-Prosecution Agreement rather than full prosecution. Recarey later testified that victims had been failed by the process. His foundational work ultimately led to the 2019 federal indictment.
